This is extracted from what I sent to Tom Hart in response to his reply
dated Mon, 3 Jan 2000 22:24:06 EST to the above subject. (Appeared with
Subject: "drLaser Passworded Articles")

Consider this:
1. X, a Force 5 sailor in our club, wants to buy a Laser. He says, "Let
me see these rules anyway," and I say "Sorry, pal! You gotta buy a boat
and commit yourself first before I will tell you under which rules you
will play."
2. W, X, Y, Z are all Laser sailors in our fleet. They pay their Fleet
dues, but I could not get them to become class members (yet). One day, W
squeezes his downhaul line inside his daggerboard tunk, X passes her
traveler through the fairleads fore to aft; Y tapes his mast sections
joint above the joint line, and Z ties her vang line to her daggerboard
handle. I DSQ them all. (Well, I don't, but...) They ask me why. I say
"Because the Rules say so, but you can't see them. Go find another fleet
if you have to see the Rules to rig your boat."
Country X does not say "You immigrate first, then we'll show you our
constitution, our civil rights laws, our penal code." It's unheard of.
It's a messier issue than it appears.
