The class rule reads:

"The tail of the boom vang may be tied anywhere on the boat except it shall
not be tied to another line."

I would think that the centerboard shock cord would be considered "another
line", as its listed under Rule 3(g) explicitly.  You could make a handle
for your centerboard out of rope, and tie the boom vang to that.
