In addition, the "Laser Class Rules - By-Law 1" document that has been
public on drLaser since 1996 may also be password-protected (even though
I have strong arguments for keeping it in the public domain) depending
on the decision of the World Council (or Jeff Martin).

Any comments on this latter matter? Pros and cons?
