No, its NOT class legal. The only sleeve allowed is the Class-approved
PART 11-07-0.

Sorry, but you'll need to get a new boom. Buy the tubing only (if you
can), and mount the hardware on it yourself. The upper mast has the same
cross-section as the boom. So, if you have an old upper mast, you can
cut it to size and use it to make a new boom.
